What Is VOC

Verification of Competency is a formal process used across Australian and New Zealand workplaces to verify that a worker is currently competent to perform a specific task or operate a specific piece of equipment — not when they were last assessed. Right now, on this site, with this equipment.

Not every business calls it a VOC. It might be an Approval to Operate, an observation assessment, a competency verification or a permit assessment. The label changes. The legal obligation and the evidence requirement don't.
